The Strategy is based upon a North Yorkshire Economic Framework that was agreed in consultation with the Executive member for Open to Business.

The report is due to go to Executive on 17 October 2023 for initial consideration before going to this full Council meeting.

The Adult Learning and Skills Service receives a separate funding grant to deliver High Needs Study Programmes (HNSP) to young people (16 to 25) who have an Education, Health and Care Plan (EHCP) to support the local offer.
As providers of education and training for learners with High Needs (SEND) the HNSP is individual to the young person and as such, there may be a number of bespoke requests. This would make it unrealistic for the Service to offer all the provision in-house. It is likely to be cost ineffective in terms of the cost of acquiring all the necessary equipment and facilities to meet the needs of the individuals.
The Approved Provider List (APL) relates to the more specific specialist aspects of the High Needs Delivery (HND) which ALSS cannot meet internally. For example, provision of equine management or farming skills, plumbing, building maintenance, etc.
We are seeking approval to go out to tender to procure for preferred and approved providers to deliver on behalf of PLC as the existing procurement that has been in place since 1st August 2019 will end on the 31st July 2024.

Due to the variations in approach towards the method of delivery of the disabled facilities grant, there were also some subtle variations between the legacy areas in relation to their policy approach and their interpretation and implementation of legislation. Whilst all areas are using the powers and flexibilities given within the legislation, there has been some variation in terms of scope of works undertaken along with differences in financial thresholds and parameters adopted. The report will outline how the policy seeks to draw together an interpretation of the mandatory elements of Disabled Facilities Grant (DFG) legislation and the discretionary elements of the RRO into a single published document. Adoption of the Statement of Community Involvement

Following public consultation, the Statement of Community Involvement (as amended) is brought back for consideration of any issues raised. The purpose is to adopt the Statement of Community Involvement and use it to ensure engagement of communities and other interested parties in the preparation of the local plan and other policy documents, consideration of planning applications, enforcement and other areas of planning.

 

The draft Statement of Community Involvement is subject to consultation with the community and other interested organisations, developers and businesses in accordance with the Town and Planning Regulations and legislation.

The Planning Service uses its consultee database that holds the details of persons and organisations who have expressed an interest in being involved in the local plan and other planning policy matters. Consultation takes place with all these entrants by means of the online local plan portal or their other preferred means of contact.

Housing Assistance and Disabled Adaptations Policy

 

Yes

Due to the variations in approach towards the method of delivery of the disabled facilities grant, there were also some subtle variations between the legacy areas in relation to their policy approach and their interpretation and implementation of legislation. Whilst all areas are using the powers and flexibilities given within the legislation, there has been some variation in terms of scope of works undertaken along with differences in financial thresholds and parameters adopted. The report will outline how the policy seeks to draw together an interpretation of the mandatory elements of Disabled Facilities Grant (DFG) legislation and the discretionary elements of the RRO into a single published document. The report will therefore sets out the key recommendations for the policy and seek agreement to adopt the North Yorkshire Housing Assistance and Disabled Facilities Grant Policy for the new authority.
